Norfolk’s Updated Community Improvement Plan: Enhanced Support for Local Businesses

Norfolk County has rolled out a refreshed Community Improvement Plan (CIP) that significantly expands financial support for local businesses and property owners looking to invest in their communities. Adopted by Council in April 2025, this updated plan reflects the county’s commitment to fostering economic growth while addressing evolving community needs.

What’s New in the 2025 Plan

The updated CIP introduces two exciting new grant programs. The Additional Unit, Rental and Affordable Housing Grant provides up to $5,500 per new residential unit created. An additional $1,500 bonus is for affordable rental units. This addresses the growing need for housing while supporting mixed-use development opportunities for business owners.

The Brownfield Tax Increment Grant offers a five-year declining tax grant for properties requiring environmental remediation. This can be a game-changer for businesses looking to revitalize contaminated or underutilized sites. This program recognizes that environmental cleanup can be a significant barrier to development and provides meaningful financial relief.

Comprehensive Support Across All Sectors

The plan maintains its robust suite of existing programs, each designed to address specific business needs. The Agricultural and On-Farm Diversified Uses Grant supports farmers expanding into value-added activities or agritourism. It offers up to $16,500 for facility improvements. Meanwhile, the Building Façade Improvement Grant provides up to $11,500 to help businesses enhance their street-facing appearance and attract customers.

For businesses focusing on accessibility and safety, the Accessibility and Safety Renovation Grant offers up to $6,500 to support Building Code and Fire Code compliance, as well as improvements under the Accessibility for Ontarians with Disabilities Act.

Projects may also be eligible for up to $4,000 through the Planning Application Fee and Building Permit Fee Grant.

Streamlined Process, County-Wide Coverage

Unlike previous iterations, this CIP applies to the entire county, eliminating geographic restrictions that may have previously limited some businesses. The plan also introduces clearer application processes and enhanced support for applicants through mandatory pre-consultation meetings with county staff.

The financial structure remains business-friendly, with most grants requiring a 50/50 matching contribution from applicants. Properties can receive up to $20,000 in combined grants per calendar year (excluding the Brownfield Tax Increment Grant), and businesses can apply for multiple programs simultaneously.

Strategic Focus on Community Priorities

The updated plan emphasizes several key objectives that align with broader community goals: strengthening business viability, encouraging redevelopment of underutilized properties, supporting housing creation, and improving environmental sustainability. These aren’t just financial incentives – they’re investments in Norfolk County’s long-term economic health.

The Environmental Remediation Grant demonstrates this commitment, offering up to $20,000 for cleanup work or $10,000 for environmental studies. This support removes significant barriers to redevelopment while promoting responsible environmental stewardship.

Getting Started

All applications must be submitted and approved by the County before work begins. The program operates on a first-come, first-served basis, making early engagement crucial for interested businesses.
