Knowing Government

Knowing about government and the services they provide can help you in many ways. You’re going to use a government service at some point – you probably already have – so knowing what government does is important. 

There are basically 3 levels of government you will deal with: Government of Canada, Government of Ontario, and the local government. Norfolk County, which is a municipality, is the local government here. Each level of government does different things and provides different services to people. The governments often work together and share the cost for certain services. For example, Norfolk County and Haldimand County share some services.

What it does

The Government of Canada – also known as the federal government – makes laws and has responsibilities that apply right across the country. Here’s a list of some things it does:

  • Immigration and Citizenship
  • Issuing passports
  • Employment Insurance
  • Canada Pension Plan
  • Decides on criminal laws
  • HST tax on purchase of goods
  • Income taxes
  • National defence
  • Banking system
  • Postal service

 What it does

The Ontario Government – also known as the provincial government – makes laws and has responsibilities that apply right across the province. Here’s a list of some things it does:

  • Health care and hospitals
  • Driving licences
  • Ontario Works social assistance
  • Education system for children
  • Colleges and universities
  • Building and maintaining highways
  • Job training programs
  • Sale of alcohol and cannabis
  • Ontario Provincial Police
  • Ontario parks and natural resources

What it does

Norfolk County is a municipality. It is the level of government that provides many of the services that residents use on a daily basis. Here’s a list of some things it does:

  • Fire department and paramedics
  • Local police (in Norfolk it is the OPP)
  • RIDE Norfolk transit system
  • Parks and recreation 
  • Water and sewage systems
  • Garbage and recycling collection
  • Public libraries and local museums
  • Economic Development & Tourism
  • Maintains 4,200 km of local roads
  • Collection of local property taxes

Where and how to get service

Service Norfolk
Norfolk County has two offices providing in-person customer service to residents. Services include: answering questions about municipal services, paying local property taxes and parking tickets, issuing marriage licences and burial permits, scheduling of bulk item pick up, and more.

Service Ontario – Simcoe
Provides services in person at offices and online. This includes issuing driver’s licences, licence plates, vehicle permits, Ontario health cards (OHIP), accessible parking permits, and Ontario photo cards.

Service Ontario – Port Rowan 
Provides services in person at offices and online. This includes issuing driver’s licences, licence plates, vehicle permits, Ontario health cards (OHIP), accessible parking permits, and Ontario photo cards.

Service Canada
Provides services in person at a Simcoe office and online. This includes providing information and help to apply for passports, Social Insurance Numbers, Canada Pension Plan, Old Age Security, and Employment Insurance (EI) benefits if laid off from a job.
